I just read an article today in the Times of India in which it stated the most corrupt systems in the country. Rated by percentage of officials from relative system who have been bribed, none cracked the 50% mark....that is, none went BELOW that mark. The highest percentages, in the 90% region plus, belonged to doctors, police, and education. Next, in the 80% region, were government officials, some agencies I've never heard of, and so on....
Bribes and corruption turn democracy into oligarchy, or worse. And this isn't the same type of "pay-offs" in the U.S. Here it's accepted, common, and required in order to get things done.
